No, this would contravene the NLS Regulations.
A Club needs to play at the ground it wishes to use at Step 6 for (at minimum) the entire season in which it makes the promotion application - i.e. a Club would need to play at 'Ground A' (compliant to Grade 7) for the entire 2020-21 season to be considered for promotion using the same ground in 2021-22.
